Aspiration of Home Rule Globally (HRG)

World federalism is so inherently necessary that its achievement is almost assured by changing events. Activists campaigning for the global governing of individuals are frustrated that their influence, although significant, is less important than evolving technology. HOME RULE GLOBALLY seeks to be among the catalysts accelerating world federalism. Attempting world federalism will be the most drastic transformation ever attempted by humanity. Such Supra-National Federation [parentheses identify acronyms such as SNF subsequently used for shortening the document]] desirably should be dedicated primarily to neighborhood empowerment. The SNF will promote sustainable justice by globalization of governing individuals concerning matters substantially unmanageable by governments having smaller constituencies. Desirably such SNF would include at least 67% of the world's population, at least 67% of the world's economic power, and at least 67%t of the world's military power. Such triple evaluation of power is designated by Home Rule Globally [HRG] as 67% Triad Power. Focusing on the criticality of 67% Triad Power is stressed by HRG.

The Contest Appraising World Federation [CAWF] is an independent entity seeking the endorsement of the United Nations General Assembly concerning documents pertinent to Proposals for a SNF only after ratified by 67% Triad Power. Until such status recognition, CAWF is administered by HRG. CAWF seeks support from grass roots activists everywhere, but focuses predominantly upon educating Establishments about the impact of evolving technology as it affects the risks to Establishments. The Establishments will be able to educate the masses about the desirability of an SNF as soon as Establishments adequately desire an SNF. There is trivial likelihood that the masses could rebel to impose a SNF which was not significantly beneficial to the Establishments. For about a century, too many federalists have imagined that a SNF would displace many Establishments because of the revolutionary demands by the masses.

The world today is more fascistic and centralized than when William Penn contemplated minimizing European wars by a council of kings. During the eras of kings, there was reference to "the power behind the throne". Some historians contend that Rusputin was more powerful than the Czar during certain periods. Today the "puppet manipulators" are generally more powerful than the prominent leaders. Many puppet manipulators cherish their status of relative anonymity. Their right to privacy should desirably be respected. Individuals fearing assassination can sometimes cope by being puppet manipulators. Humanity suffers to the extent that some people envy the power and greed of members of the Establishments. Millions of servant leaders achieve far greater happiness than those addicted to greed and power. Servant leaders have experienced the joy of living with an appreciation of the great importance of loving and being loved, an experience too often inadequate in the lives of both the prominent leaders and the puppet manipulating Establishment personalities. Within all Establishments there are generally a few personalities who sincerely care about the total welfare of the community of life [ecology and humanity], but only rarely can they have significant impact upon how the Establishments manage the world.

For several thousand years, many of the social changes have resulted predominantly from top-down modifications designed by Establishments to benefit the Establishments. Such patterns of transformations and gradual modifications seem likely to continue. Many varieties of evolution feature long periods of gradual modification interspersed between rapid jumps from one plateau to another. Such jumps can be called transformations. World federalism is not a reform attainable gradually. World federalism will be the most drastic transformation ever attempted by humanity. Achieving a SNF will be truly a major leap. An abundance of evidence suggests that such a leap is imminent during the early decades of the 21st century. HRG is a catalyst expediting such a drastic transformation. HRG educates humanity for the expectancy for world federalism. HRG is extremely open minded about just how individuals will be governed globally, but emphasizes the great gulf between treaty organizations and the effective governing of individuals.

If in the past, certain decisions had been made differently by appropriate Establishments, world history might have been different. For example, at the Treaty of Versailles, one of the documents proposed that the world authority govern individuals concerning patents. Had this been adopted, so that there would have been a reliable source of income for the supra-national authority, then it might have prevented WWII and per capita productivity might be double what it now is. Billions continue to suffer because the Establishment personalities at the Treaty of Versailles rejected the 1920 globalization of patents.

As soon as significant segment of the puppet-manipulating Establishments conclude that the risks of an appropriate world federalism are less than the risks inherent in prolonging the status quo, the world will achieve world federation quickly, even if the organizations advocating world federalism have trivial membership. The Establishments can mold public opinion when it suits their purposes. Attempts to educate such puppet-manipulating Establishments might have some impact. An ounce of education of the puppet-manipulating Establishments has far more profound effect than a ton of education of the masses. For many past decades and at present, the Establishments are not a monolithic conspiracy, because there are an abundance of ongoing conflicts within Establishments. To the extent that society is significantly stratified, and particularly to the extent that stratifications are hereditary, warfare can be a useful tool for Establishments. Some powerful members of Establishments have deemed warfare to be an extremely useful tool in the past. Because so many Establishments have benefited from past wars, they cope with the potentiality of future wars, including WWIII. Military hostilities cannot be abolished so long as dominating Establishments treat military hostilities as really useful tools.

For decades Establishments have included at least a few world federalists. It is the progress which such minority federalists among Establishments make which affects how long the war system is prolonged. Federalism must be sold as a benefit for the Establishments, recognizing that whatever benefit it is to the masses is relatively incidental. Many Establishment personalities, as well as many political activists, imagine that they benefit from an abundance of existing myths such as: [a] foreigners can coerce a nation to behave, the sole foundation for traditional international law and the UN; [b] governments consistently comply with public opinion; [c] when giant constituencies vote, it expresses the "will of the people"; [d] a two party system is less controlled by unidentified Establishments than a one-party system; [e] governmentally operated business provide goods and services more satisfactorily than competitive enterprise; [f] governments effectively regulate an oligarchic market; [g] governments can effectively regulate prices through the centuries; [h] political activist groups have achieved many reforms curtailing selected Establishments; [I] the writers of the US constitution sought to empower grass roots democracy; [j] the history of the US Constitution exemplifies why people should rely upon a constitution for protecting individual freedom; and [k] most wars have been won by the righteous, thereby protecting humanity from the "Greater Evil".

The educational level of significant segments of the Establishments is far better than in previous centuries. Some segments of the Establishments recognize that world federalism would be the most drastic transformation ever attempted by humanity. Because a SNF would be such a drastic change, it necessarily involves some risks that are unknowable. Both the inevitability and the desirability of a SNF are sufficiently obvious that further education on these points is not of critical importance. What the Establishments need to learn is why the risks of prolonging the status quo extremely endanger the Establishments. HRG seeks to educate the Establishments that the Establishments would benefit by prompt federalization. Establishments have so little to gain and so much to lose from WWIII that the risks of SNF are appropriate. The logical arguments are substantially the same as they have been for decades. The increasing horrendousness of militarism and the increasing propensities for the outbreak of major hostilities in several parts of the world provide the changed circumstances justifying the greater willingness to assume the risks of an SNF.

During the next few decades, changing events are likely to be more significant than federalist activism in accelerating the founding of a dominant SNF. World federalism within 100 months seems much more likely than ever before, not primarily because of what federalists have done or will do, but because events have made prolongation of the treaty system more and more hazardous to the Establishments, thus forcing them to re-evaluate world federalism. The world would have benefited from world federalism in 1905 when the World Association of Parliamentarians advocated an immediate world federation. If there had not been at least an iota of federalist support from Establishments, no federalist resolution could have been adopted by the World Association of Parliamentarians in 1905. Such national legislators had the appearance of power, but were quickly squelched by the then-existing Establishments. In 1905, world federation would have been technologically feasible but was not technologically necessary. Before 2100, world federalism might become technologically necessary.

During the 1900-1913 era, the profits of the armaments makers were such a high portion of total income for members of the English-speaking Establishments that WWI was substantially inevitable. One of the reasons for hope in 2000 is that the profits from the military constitute only a small fraction of the total profits of Engish-0speaking Establishments. However, in China, the Establishment personalities [children of the earlier political leaders] make a large portion of their profits from armaments, thus making China a key factor in how quickly world federalism might be attained. In 1945, China, Philippines, and several other nations were among the few advocating world federalism at the San Francisco UN Charter Conference. For the sake of survival, world federalism should desirably never become a significantly geographical issue or a political party issue. It is a survival issue requiring skillful application of culture and galaxial politics.

Many of the strategies adopted by many world federalist organizations during the past 70 years were not consistent with the above perspectives. Decentralist-federalists have been a tiny minority within both the federalist movement and within the decentralist movement. Before the last human dies whether before, after. or during WW III or WW-XXIII, some type of world federalism seems almost inevitable, Such SNF probably will be created, not primarily to achieve greater centralization, but to achieve more manageable subsidiarity, decentralization, and neighborhood empowerment. The treaty system could not possibly prevent WW III. The UN and treaty systems can at most postpone WWIII. Global wars are likely to continue so long as any vestige of governmentally operated armies [national or UN or global] prevails.

Intellectual Property law embraces "fair competition" and seeks to identify and minimize "ruthless competition". However, cultural factors affect one's attitude toward the eternal conflict between fair competition and ruthless competition, both of which coexist in nature and in human affairs. Athletics provides some of the best illustrations of the eternal conflict between fair competition and ruthless competition. Some individuals are culturally enthusiastic for various types of ruthless competition, and encourage hurting an opposing player if achieved without observation of the referee. Such individuals might prefer ice hockey to volleyball, which tends more toward fair competition. In economic competition, "good sportsmanship" attitudes can prevail if no competitor has more than 20% of the market, and if the top three leaders have less than 60% of the market. As soon as oligarchic markets [any competitor having more than 20% of the market] evolve, then ruthless competition is likely to evolve in forms which governments cannot effectively prohibit or regulate. The implied absence of any oligarchic markets is a necessary assumption in most justifications of the effectiveness of free markets in maintaining plausible variations in market prices. One of the reasons for having greater hope for world federalism soon, as contrasted with the situation a few decades ago, is that more members of various Establishments comprehend that their wealth and power are far more dependent upon total global productivity than upon the profit of any particular company in which they have invested. Many members of pertinent Establishments now recognize that Governments are generally incompetent at either operating or regulating any business contaminated by oligarchic markets. In the 19th century, Fabian Socialists hoped to bring world peace by increasing the number of millionaires enthusiastic for socialism. World federalism will be achieved in the 21st century partly because during the 20th century, more millionaires were converted to "fair competition" libertarian economics. So long as the ruthless competition of oligarchic markets persist, everybody except the most ruthless suffer, thus essentially resembling the war system. Moreover, ruthless competition breeds creeping centralization, the precursor to ecocide. As the Establishments recognize the benefits of fair competition and cherishing diversity, hope for world federalism can increase.

As soon as any market become oligarchic, so that any competitor has more than 20% of the market, it becomes impossible to regulate except by coercive fission to abolish oligarchism of markets. Whenever governments attempt to regulate oligarchic markets other than by sufficient fission to abolish such oligarchy, then those who are supposedly being regulated dominate the regulations within less than four decades.

Government is essential for coping with those problems necessitating coercion of all occupants of a geographical area. Humans perennially need governments at various levels, conveniently named village, town, regional, provincial, national, continental, global, and galaxial. Technology evolves at such a rapid rate that no constitution should endure for more than about 100 years. What counts most is how the alternative constitutional features are selected. In the past, hierarchies and/or charismatic personalities have too often influenced the nature of a constitution, followed by an excessive number of decades of excessive worship of a particular document. T he proper role of a constitution is primarily to impose long term restraints upon remote bureaucrats in government for the protection of disadvantaged grass root occupants of a geographical area. Constitutions also allocate responsibility for various governmental activities to the various levels of government. So long as there are significant potentialities for any creeping centralism, as distinguished from constitutional amendments for coping with changing conditions, a constitution has failed to fulfill its principal purpose.

Home Rule Globally is seeking to launch CAWF [Contest Appraising World Federation] for educating Establishments that world federalism is desirable. CAWF seeks to educate Establishments that creeping centralism [as distinguished from world federalism] is extremely dangerous to the Establishments. CAWF alerts Establishments to the lessons learned by Qadhafi in his several attempts at supra-national federations, that they are meaningless unless adequately influential. CAWF uniquely postpones SNF strictly through CAWF unless the group of nations contingently ratifying a Proposal constitutes at least 67% of Triad Power [TP]. Such Triad Power requires measuring the power of a group of nations in three ways [military, economic, and population], and using the lowest of the three percentages. CAWF also emphasizes focusing most of the debates about alternative Proposals in the provincial legislatures, so that those conducting traditional international law negotiations will be substantially disentangled from the search for federalism until such 67% Triad Power support is unambiguously assured. Even after attaining the 67% Triad Power support, the SNF would patiently wait until each of the "hold-out" nations voluntarily joined the SNF. Only after all UN members were also members of the SNF would the SNF be merged into the UN for the ultimate federalization of the UN. However, during such "dual systems era" most of the world problems could be dealt with by the SNF on a federal basis. Accordingly, the UN General Assembly has reasons for acknowledging that CAWF is an independent entity concerned with documents pertinent to the 67% Triad Power feature as a requirement for establishing a SNF strictly through CAWF.

Each Proposal is identified with a Presidential Candidate, thus for some purposes, simplifying the pragmatic evaluation of some extremely complex constitutional issues. Particular issues cannot be satisfactorily be evaluated as isolated points. For example the ease or difficulty of amending a constitution, how voting is weighted in the legislature, the ease with which disadvantaged individuals can successfully enforce phraseology, etc. impact upon each other. Until achieved, there would be uncertainty about whether any Presidential Candidate could win for his/her Proposals the 67% Triad Power support needed to Qualify. However, the competition could alert people to the constitutional issues. If a plurality of Candidates qualified within 21 days of each other, CAWF would administer a Re-evaluation. Each nation's percentage of support or rejection would be multiplied by its base year Gross National Product to provide a value. The opposition value would be subtracted from the support value to provide a net value, and the winner would be the Proposal having the greatest net value. Hence, wealthy nations would have reason to vote for all plausible Proposals. The probabilities are extremely strong that there would never be a Re-evaluation, but if there were, then the strong opposition by a few wealthy nations would have greater impact than support from many pauper nations.

Within from 2 to 7 years after a Ratification Day achieved exclusively through CAWF, and desirably however achieved, Bonus Day would grant rebates to all persons responsible for the birthing of the SNF. The SNF should pay for its own birthing costs. All persons who had made intra-national [not international] contributions] to either support or oppose any Credible Proposal would receive a rebate plus simple interest at 0.375% interest per month since contributing. Thus the many billions of dollars needed for campaigning would eventually be refunded because of the SNF paying for its own birthing costs. Post 1999 contributions to CAWF and other groups unambiguously advocating a prompt SNF would also qualify for such Bonus. To the extent that a local [not transnational] corporation made qualifying contributions which were less than 5% of the profits of the previous year, they would also qualify for such Bonus. All governments would be required to acknowledge such Qualifying Contributions as business expense during the year of donation. Any government failing to do so would be subject to rebate claims calculated on 1% per month cumulative interest. The potentiality of such post-ratification claims would stimulate most governments to acknowledge the business expense status of such contributions during the year when made. The concept of a SNF paying for its birthing costs, and permitting equal privileges for those either supporting or opposing explicit Proposals, could help to finance adequate educational campaigns. What isolationists most fear is that global tyranny will be imposed by foreign meddlers without adequate recognition of the importance of cherishing and protecting local uniqueness. To the extent that the SNF is established to thus protect such isolationist sentiment, a foundation can be laid such that a durable SNF can gradually evolve toward sustainable justice through the millennia. CAWF aspires for "Democratization of Globalization And Globalization of Democracy" at a rate consistent with the evolution of grass-roots support for such concepts. Such "DOGAGOD" slogan reflects confidence that sustainable justice will be maximized by neighborhood empowerment. To the extent that acquaintenceship groups are liberated to handle their own affairs instead of submitting to excessive externally imposed uniformity, sustainable justice evolves spontaneously. Long term tyranny requires powerful remote bureaucracies of an educational, religious, political, etc. nature. If CAWF sought to seek local activism for CAWF, it might evolve into another remote bureaucracy seeking to impose uniformity. Instead, CAWF stimulates unprecedented local activism everywhere for alternative proposals, the nature of which is presently unknowable.

Those writing Proposals for a SNF constitution cannot solve many problems because modern problems change so rapidly. Most of the problems desirably should be solved by the world parliament, dealing with the problems as they then exist. Coping with problem requires a ton of practical politics catalyzed by an ounce of idealism. If an SNF is to win global support, then its judiciary, parliament, executive and bureauocracy must cherish the existing diversity and the still greater diversity to be expected when military oppression withers away. Such diversities include religious doctrine, political doctrine, psychological doctrine, ecological doctrine, economic doctrine, and every other variety of doctrine. Great respect must be shown toward every variety of opponent to any and all varieties of Proposals for a SNF. The inadequacy of respect for diversity is the greatest obstacle delaying the inevitable trends toward both greater neighborhood empowerment and globalization. CAWF seeks to stimulate greater respect for diversity by stimulating provincial legislatures to debate the five presently Certified Proposals and then the yet to be written Proposals.. The initial five Proposals illustrate a sufficient spectrum of viewpoint that few will have enthusiasm for all. Many governments can afford to assume the risks of ratifying all five of the initial Proposals because of the ease of rescinding such ratifications, and because everybody benefits by the increasing credibility of CAWF.

Garry Davis is the Presidential Candidate symbolizing his World Government of World Citizens. This exemplifies: [a] the "United World" philosophy"; [b] glorifying the "unwritten constitution" of England; [c]praising the futile enforceability of the rhetoric of the Declaration of Human Rights; and treating national patriotism as an anachronism. The CIA, through its front known as Freedom House, glorifies the national election of a President. At The Hague, in 1998, the Citizens Constitution was written by delegates from democratic nations, and is symbolized by Presidential Candidate Dr. Margarita Bradistilova, of Sofia, Bulgaria. The Association to Unite Democracies has a worldwide constituency supporting such Citizens Constitution.

Phil Isely has been promoting the Earth Constitution for many decades, and has another Parliament scheduled for Malta Nov.22-27, 2000. The wise pragmatist, Dr. Douglas Everingham, former Health Minister in Australia, has loaned his name for symbolizing [for purposes of CAWF] the Earth Constitution. Before reaching 50% TP support, the Earth Constitution, would be amended to provide for a Campaign Cabinet. Meanwhile the Earth Constitution remains the most widely read, most debated, and most vigorously rejected among the alternative proposals for a world constitution in the last 70 years.

Mary Smith is the pseudonym symbolizing the Galakzian Proposal. Before achieving 50% TP support, a cabinet of from 5 to 15 eminent executives from at least 5 continents would need to elect the Galakzian Presidential Candidate. The Galakzian Proposal seeks to abolish national militarism, national monetarism, and national political parties The Galakzian Proposal is an update of Ewbank's 1992 pamphlet on "Why seek a libertarian world federation". It features a bicameral World Parliament of 150 men and 150 women, each Chamber being entitled to veto the other. Only individuals who had served as officials of local volunteer groups could be enrolled on local lists of servant leaders. Global lists of servant leaders would be segregated into lists of vocations. Vocations would be classified from 1 to 900 concerning their preparation for solving galaxial problems. The average of three decennial censuses of vocations would be multiplied by such averaged census data to provide the vocational weighting table. For each chamber, 130 slots would be allocated on a dynamic balance basis to the thus established 130 groups of vocations. Each delegate would serve a single 10-year term at an attractive salary, with even more attractive retirement benefits. Lottery would be used to select from each group list a lucky winner, who would, during the 24-48 hours after being notified, have the opportunity of accepting the privilege of serving in the world parliament. Upon refusal, the lottery selection process would be repeated until a lottery winner volunteered to serve. Each world parliament delegate would be "elected" merely as an official of a local organization, and thereafter would be catapulted into the world parliament after having 24 hours to evaluate such responsibilities. Thus each vocation would be represented fairly. Each of the Delegates would represent, not a particular vocation, but all humanity. About twenty Delegates in each Chamber would be selected on miscellaneous criteria aimed at placating potential opponents, but not able to dominate the world parliament. At least three categories of indigenous peoples should thus have one delegate, each selected from global lists, and catapulted into the World Parliament in the same manner. Truly tribal indigenous peoples best recognize the hazards and blunders of recent centuries. The hellishness of the colonialism of indigenous affairs bureaucracies has stimulated great dissatisfaction among some victims of ingenious reservations. Those people who are genetically predominantly indigenous, but have lived for decades in a technological society have perspectives needed for solving world problems. Individuals having a net worth of more than $10,000,000 must be directly represented by a volunteer selected by the same lottery process. Similarly those having a net worth in the $5,000,000-$10,000,000 and the $1,000,000-$5,000,000 range need representation. A few persons under age 30 who have been full time employees of organized religion could be selected by the same lottery process. In each chamber of 150 persons, the dynamics of small groups would assure that everyone would become sufficiently well acquainted with every other person that ultimately the sound wisdom of the individual would be an extremely more dominant factor than the happenstance by which they came to the world parliament. Obviously, cultural factors would discourage any member of such a world parliament from attempting to flaunt the happenstance by which he/she arrived at the world parliament. All would recognize that they were there primarily because of the good luck of the lottery and their own willingness to make the sacrifices inherent upon shifting to such awesome responsibilities. Many writers of fiction have dramatized similar "lifeboat" sociology for a small group. The staggered terms, with each legislator having a year of paid internship without voting, and up to three years of paid education for identifying a vocation adequately isolated from governmental matters, could preserve traditions of responsibility through the centuries.

It has been said that power corrupts, but history has demonstrated that some bureaucracies develop a spirit of servant leadership such that corruption is a minor nuisance instead of the pervading characteristic. CAWF seeks primarily to encourage a CAWF type procedure so that each constitution for each kind of government is replaced every calendar century, so that the constitutional institutional matrix adequately adapts to changing conditions. The Galakzia Proposal includes such feature of re-choosing constitutions every century through contests adequately exemplifying the DOGAGOD slogan.

The Political Proposal, which resembles the Galakzian Proposal except that it tolerates prolongation of national political parties, is symbolized by the pseudonym Jim Jones.

Debates about these five proposals can embrace a wide spectrum of political perspectives. Desirably a still wider range will probably be debated before federalism is achieved. Provinces and nations can rather casually ratify all five of said initially Certified Proposals in 2000 for the purpose of encouraging the CAWF projects. Until a plurality of Proposals gain 30% TP support, each ratification is rescindable after the second Dec. 31. Such ease of rescission permits postponement of the careful evaluation of a Proposal needed during the latter stages of CAWF. CAWF seeks support because the voting data concerning Proposals [after termination of the initial effort to stimulate ratification of the package of 5 Initially Certified Proposals] will provide guidance for those seeking to formulate a globally acceptable SNF. Individuals interested in transforming the world, and individuals ambitious for political power, might organize the 5-contentent Cabinet, which could write a Proposal, and submit it to CAWF, together with the fees, for seeking Certification. CAWF would only certify Proposals which were unambiguously universalist and adequately dealt with the problems most needing attention if the world is to move toward sustainable justice. Each province and each nation would pay fees when filing documents with CAWF.

Isolating the search for how to achieve an SNF from traditional international law would liberate diplomats to seek improvements in international law during the years while the Establishments were postponing their decision about scuttling national armies. Eventually the Establishments would conceivably favor some Proposal, which could then readily achieve the necessary 67% TP. Possibly most of the members of its Campaign Cabinet would be appointed by various Establishments.

The UN has difficulty in obtaining funds for some projects. If the search for world federation is handled significantly through provincial legislatures and outside of traditional diplomacy, the quality of the SNF could be significantly better than if developed exclusively within traditional international law. Hence, CAWF is seeking a resolution of the UN General Assembly that it is an independent entity responsible for handling documents pertinent to Proposals containing the uniquely CAWF requirement for 67% TP support for achieving Qualified Status.

Many political movements have spread the message through comical symbols. Supporters for CAWF can be CAWFers. Opponents of CAWF can be conspicuous in their use of lozenges purporting to inhibit coughs. Because CAWF seeks to be fair to both opponents and supporters for each of conceivably hundreds of varieties of Proposal for world federalism, some fanatics might utilize segments of the CAWF procedures for maximizing the delay in attaining world federalism. CAWF is merely a tool which various factions can use. The future is unknowable and unpredictable. Because CAWF merely attempts to handle documents pertinent to Proposals featuring the unique 67% TP requirement, it should never become a giant bureaucracy. Hence there is hope that it can consistently maintain the honesty, gentleness, pragmatism, and aspirations for meritocracy of its founders. If enough people develop enough faith in the good intentions and competency of the ongoing administration of CAWF, it might render some services helpful to the community of life, that is humans, plants, birds, animals, and ocean biomass. . .
