Home Rule Globally [HRG] seeks to be disentangled from individuals willing to use all expedients in fulfilling their ambitions. Those sincerely committed to individual integrity are welcomed as a part of the predominantly unorganized constituency of Home Rule Globally. Socially responsible adults tend to experience time, not as the midpoint of a day, but as the midpoint of a millennia. Guiding individuals toward expanding their time perspectives promotes “self-liberation” and “reliance upon his/her unique experiences”.  Such “ignoring of authority” breeds open-mindedness toward generic world federalism on a cost-effective basis.
 
Social change results from the aggregate of modifications of individual philosophies, and not primarily because of campaigns for political platforms.  Hence HRG seeks to be disentangled from seeking to lobby or otherwise influencing elections, political parties, legislative bodies, or related political action. Any blueprints offered by HRG are merely additional “illustrative examples” and NOT platforms promoted as a package. Many conflicting factions promote explicit “blueprints” all of which have status merely as “Illustrative Examples” for HRG. 
 
Because the “sovereignty of the individual” and the “sovereignty of a nation” are each as strong as they are, the launching of a viable Supra-National Federation requires the VOLUNTARY ratification of a Proposal by nations aggregating the overwhelming clout of the world. This blessing decreases to triviality any risk that federalization might be excessively tyrannical when launched. Home Rule Globally encourages the individual philosophy of expecting to accept whatever federalization can overcome the “voluntary ratifiability” hurdle.
 
This vague standard treats all previous proposals for reorganizing the world as merely “Illustrative Examples” that hopefully can stimulate the grass roots to be more “inventive” in seeking such “ratifiability”. All experts have essentially forfeited any privilege of dominating such inventiveness because of their failure to evolve ratifiability for more than a century during which federalization was desirable. Grass roots discernment that “neighborhood empowerment” can be enhanced through federalization accelerate federalization as plausible within a few decades. When a world parliament seems sufficiently imminent, a package of concepts might be invented which could meet the voluntary ratifiability hurdle. Meanwhile, inventiveness at the grass roots after some familiarization with a few “illustrative examples” is the current need for contemporary education about federalization.
 
More effective education might be attainable through “eye-balling conversations” and discussion in small groups for several scores of hours. Such prolonged focusing by small groups of mature adults is among the difficulty attained aspirations of Home Rule Globally. Literature distribution, websites, etc. are viewed merely as tools for the significant objective of prolonged discussions within small groups. Even if federalization of a panarchic-decentralist type is so obviously needed that groups can make such discovery on their own without need for significant “downward authority” doctrine. Such message cannot be marketed as readily as some gadgets.
 
Although additional “Illustrative Examples” can be provided, HRG seeks to be disentangled from promoting any “blueprint” as a platform. Hopefully some individuals can appreciate the confidence that HRG has in the wise discernment of grass roots after prolonged study of world problems.

HRG has been seeking to clarify its unique mission since becoming a 501[c][3] nonprofit Pennsylvania corporation in 1992, and has promoted such mission as a tiny “think tank”. Many thousands of “impressions” through hits on the Internet and distribution of flyers, pamphlets, essays such as SCUTTLE THE POLITCIANS have provided widespread publicity about HRG.
 
HRG has belonged to groups such as the World Federalist Movement, Coalition for Democratic World Government, 3 International Confederation of Associations for Pluralism in Economics, and Quakers Uniting in Publishing. Lectures, efforts to recruit a VP, and literature distribution have spread the HRG message at meetings of such groups. This revision of the Mission Statement exemplifies further aggressive promotion of its unique message.  Searching of the Internet has revealed many other non-violent change groups, but none closely approaching the message that the vague standard of ratifiability, and the grass roots inventiveness are important.
