When humanity is ready to launch a Supra-National Federation, the trustworthiness of some servant leaders might prompt nations aggregating the overwhelming clout of the world voluntarily to ratify some yet-to-be-invented Proposal.

Humans have been evolving for more than a score of millennia. Remote ancestors imitated the “pecking order” and “dominant-submissive” patterns observed in nature. Contemporary humans are “recovering slaves” having significant propensities to readily revert to earlier patterns and thus having an abundance of problems resembling those of a “recovering alcoholic”. Politicians stressing submissiveness to national fascism and/or “global fascism” discourage individuals from seeking “self-liberation” and/or any society seeking to “self-liberate each century”.

The manner in which democracy has blossomed notwithstanding the recurring efforts by ambitious politicians for greater personal power provides realistic hope that civilization can be prolonged for a few score of millennia.

Within small acquaintanceship groups such as a family, an individual can be sufficiently motivated by love that the/she can temporarily suspend his/her external clout for experiencing some egalitarianism. Aspirations for enhancing the per capita happiness for all humanity [as distinguished from a particular family, race, or other group] evolve more readily among those who have adequately experienced egalitarianism.

During the 21st century, humanity might attempt to launch a Supra-National Federation [alternatively labeled as a World Parliament or Global Federation]. Scores of factions heretofore, currently, and in the future will advocate explicit “planks” that possibly might be included within a Proposal. Quite distinguishable from such “plank advocacy” factions are the groups stressing the modulation of individual philosophies to plan to accept [possibly with some reluctance] the launching of a Supra-National Federation coordinating the overwhelming clout of the world. Treating all of the factional platforms merely as “illustrative examples” can be labeled as “generalist education” instead of “blueprint advocacy”.

Many cultures remember the horrendous plight of being militarily conquered. The Kellogg-Briand Treaty of about 1928 established threats of capital punishment for any national leaders guilty of employing national militarism aggressively instead of defensively. Such threats were successfully enforced by the 1948 hanging of some Japanese warlords for their invasion of Manchuria 17 years previously. Within criminal justice systems, the minimization of military hostilities was significantly achieved in 1928.

World Federation might decrease the chances of military conquest of the world by adding the deterrence of restitution to the deterrence of threats of criminal punishment. Direct jurisdiction over individuals and all other varieties of entities would be a supplemental advantage of even a supplemental federation over the treaty system. Scores of factions advocating explicit planks and/or blueprints have ridiculed Homer Ruled Globally [HRG] because of the vagueness of the “voluntary ratifiability” standard. HRG persists that such generalist education and encouraging all mature adults to “brainstorm” and seek to “invent gimmicks” that might possibly someday be included in a voluntarily ratifiable Proposal is one type of cost-effective education for world federalism.

Only during certain periods HRG has been treated as a sub-committee of the Peace Committee of Abington Monthly Meeting of the Religious Society of Friends. Conflicting opinions continue concerning to what extent Quakerism seeks a congenial society and to what extent if focuses on terminating disputes non-violently. There are also conflicts about whether Quakerism seeks to eliminate the clergy or whether Quakerism imposes on all mature adults the responsibilities which some denominations expect primarily from the clergy. Obviously HRG emphasizes the elimination of the laity and the aspiration for a congenial society. Great inventiveness is sometimes needed to achieve “win-win” solutions and/or minimizing evolution of conflicts.

Several analysts have noted that stressing the evil of being the aggressor develops skills in “covering-up” offenses sufficiently to stimulate aggression by the adversary. Punishing the aggressor thus frequently punishes the one who has been nagged shrewdly by a cover-up artist. Whether dealing with toddlers or nations. However, congenial loving can breed the joyful adventure of seeking to cope with the unpredictable.

Altruistic leadership properly labeled as “servant leadership” has been observable for centuries. A Quaker management consultant named Robert K. Greenleaf wrote several books noting that an individual aspiring for dominating leadership tends to develop a truly insatiable ambition for power and/or wealth. Greater individual happiness results from true commitment to responding to the feedback from subordinates through what can be called servant leadership. Moreover, servant leadership enhances profits more consistently than dominating management.

Thanks to Larry Spears and the Robert Greenleaf Center, thousands of experienced servant leaders are promoting the Quaker concepts of a congenial and loving society on all of the occupied six continents. Responsibilities analogous to those formerly imposed on the clergy are thus encouraged for mature adults on six continents. The gross world product might be more than a trillion dollars per year more than without such widespread adoption of servant leadership though the educational activities of Larry Spears. This exemplifies how wise discernment of Quakerism can “turn the world upside down” on a shoestring budget.

One of the chambers of a world parliament might consist of delegates selected by lottery from the long list of individuals who have good character qualifications and commitment to servant leadership. The trustworthiness of such individuals might be a marginal factor helping to expedite voluntary ratifiability within a few decades.

Many politicians and eminent statement strongly oppose educational efforts by HRG because it impairs the clout of celebrities and mass media. HRG treats all “explicit” suggestions as merely “illustrative examples” instead of competing “blueprints” from which one must be selected. The extreme diversities of nations in the 21st century, and the past difficulties of seeking voluntary ratifiability about anything, trivialize the hazard of initial tyranny by such world federation. In recent decades it has been extremely difficult to win the overwhelming clout of the world about anything. Encouraging individuals to modulate their individual philosophies to plan to accept [possibly with some reluctance] whatever can pass the hurdle of “voluntary ratifiability” constitutes “generalist education”. This is distinguishable from the advocacy for explicit doctrines of a religious, sociological, psychological, and/or other scholarly classification. HRG thus seeks to minimize dominating management and to maximize servant leadership throughout the entire global institutional matrix. The voluntary ratifiability hurdle enhances hopes that servant leadership will characterize the cabinet for the Initial Administration of Supra-National Federation whenever humanity is ready for launching such a drastic transformation of the global institutional matrix.
