The undersigned representative of a member of the United Nations tentatively agrees to be among the joint sponsors of a Resolution hopefully to be adopted by such General Assembly before 2001. WHEREAS the United Nations is a treaty organization of sovereign nations; and WHEREAS a federation has certain potentialities for dealing with problems differently from the manner in which a treaty organization deals with problems; and WHEREAS the World Association for Parlimentarians urged formation of a Supra-National Federation as early as 1905, followed by various advocacies for a Supra-National Federation; and WHEREAS diplomats have not been successful in formulating any Proposal for a Constitution for a Supra-National Federation deemed to be globally acceptable; and WHEREAS Contest Appraising World Federation, generally known by its acronym CAWF, has established minimum requirements for the ratification of a Constitution for a Supra-National Federation which requirements stimulate minimal resistance from those tending to postpone establishment of a Sujpra-National Federation, and such CAWF has the leadership of responsible individuals NOW THEREFORE the General Assembly of the United Nations acknowledges that Contest Appraising World Federation is an independent entity functioning everywhere as a nonprofit corporation as regards documents featuring the unique CAWF requirement for postponing establishment of a dominant Supra- National Federation until the ratifying nations include: [a] the 5P nations, that is, China, Russia, France, UK and USA; [b] other nations aggregating at least 76% of the members of the UN; and [c] other nations, if any, needed to constitute 67% of Triad Power, such Triad Power of a group of nations being the smallest of the three percentages, military power, economic power, and population power, each as a percentage of global totals as of the first year of a calendar decade, such year being not less than four but not more than sixteen years earlier. Although many believe that a globally acceptable Proposal for a dominant Supra-National Federation has not been invented, the data about the voting by provinces and/or nations concerning contingent ratification of a plurality of Proposals can provide data which could assuredly be useful to a person seeking to formulate a globally acceptable Proposal. Accordingly, CAWF can assuredly serve an educational purpose.
