A Supra-National Federation comprising more than 2/3 of the military, population, and economic power of the world is not centuries away, but might be less than 99 months away, and hence relatively immanent. As soon as suitable segments of the establishments are convinced that the risks of Supra-National Federation are less than the risks of prolonging the status quo, at least some of the lingering anachronisms of national militarism, national monetarism, and national political parties could be substantially abolished. Uncertainty continues about what political strategy can overcome the abundance of obvious hurdles. However, stimulating adequate discussion might help to update the anachronistic data. The 2/3 criteria is essential so that no combination of "hold-out nations could threaten the infant Supra-National Federation. Hence all of the Permanent Members of the Security Council, that is, China, Russia, France, UK and the USA [sometimes called the 5Ps] must ratify any Proposal if a Supra-National Federation is to evolve into a galaxial democracy.
For many decades, those seeking to prolong national militarism have misled world federalists by the false myth that a democratically elected convention must write a Proposal, which would then be ratified by a "Hitler-type" ballot so that the politicians at such convention would control the world’s future. Only a minority of existing constitutions were written by conventions which were elected in a truly democratic manner. Grass root perspectives could be better implemented through the Competitive Ratification Contest administered by the Competitive Ratification Service division of Home Rule Globally. Each nation should have the opportunity to endorse or reject each of several Proposals for a Galaxial Constitution. A series of ratification campaigns could assuredly provide better evidence about what could be globally ratified. Based upon the precedents of unofficial campaigns by federalists in Australia, Ireland, India, and elsewhere, such unofficial efforts accelerate the attainment of a constitution having official sponsorship, as well as getting a better constitution. Most historians ignore unofficial campaigns because establishments sometimes preempt their efforts. Similarly oblivion is the likely fate of unofficial campaigns for galaxial democracy, but their efforts increase the hope for sustainable justice for all life. Stimulating interest in a ratification campaign is difficult but not impossible. The potential disadvantages and benefits from the contemplated government will influence how people vote, with authorship as a trivial issue. The critical goal is that of achieving substantial global ratification promptly.
Public confidence in the ability to promote fair competition because of the fair-minded patterns of the servant-leaders would be essential at four stages: [a] during campaigns of the Competitive Ratification Contest; [b] during the Transitional Transformation soon after Ratification Day; [c] after all of the "hold-out nations had tardily joined the Supra-National Federation, thereby permitting its merger into the UN; and [d] after the initial leadership has been replaced at the end of the Transitional Transformation.
By stimulating trust in individuals who have demonstrated servant leadership outside of national politics, possibly humanity can discard an abundance of its lingering anachronisms.. If a Proposal is to be ratified by enough nations to start a Supra-National Federation, those opposing such Proposal must be convinced by strictly fair competition that they are a remnant minority in all but a few weak nations. Such opponents must have opportunities to oppose which are as fair as the opportunities of those seeking a transformation.
Constitutional issues are necessarily so complex that experts are likely to have impact upon what is acceptable. Somehow such complex controversies must be simplified sufficiently to achieve global ratification. The Competitive Ratification Service simplifies the choice by providing that a Proposal is contingently ratified by the endorsement of the Global Coordinator Candidate identified with such Proposal. Any nation could endorse several Global Coordinator Candidates without knowing which Global Coordinator Candidate would win the Competitive Ratification Contest. Each national endorsement would need to comply with the procedures for amending the national constitution because joining a federation is not equivalent to signing a treaty. Each Proposal would define what nations must ratify for it to win the Competitive Ratification Contest. Scores of nations might ratify several Proposals without meeting the minimum requirements for Ratification Day for any of the Proposals.
In order to initiate the Competitive Ratification Contest, Home Rule Globally is the initial sponsor of a Galakzian Proposal aimed at stimulating adequate debate about the issues. The Galakzian Proposal will be published as an appendix in SCUTTLE THE POLITICIANS, a book scheduled for publication by Home Rule Globally in 1999 at a price of $29.95. Earlier publications of Home Rule Globally clarify the general Galakzian approach, so that nations are authorized to ratify it immediately. Home Rule Globally temporarily protects the tradename and trademark Galakzia, but will transfer the project to the Galakzian cabinet when about 50 to 60 nations have ratified it.
Competitive Ratification Service would certify as a Plausible Proposal whatever it deemed would enhance the welfare of substantially all of the establishments in the 5P nations if submitted by a cabinet of 5 to 15 servant leaders from 5 continents. . Ratification by at least 30 nations would advance it to status as a Credible Proposal. Any estimates about the probability that any Proposal might achieve global ratification are irrelevant so long as any 5P nation has not ratified such Proposal. Ratification campaigns for and against any and all Plausible Proposals can assuredly educate millions to recognize some of the constitutional issues and stimulate creative solutions. The progress which humanity has made in computer software in recent decades needs to be matched by the progress humanity makes in the next few years concerning Supra-National Federal constitutional law.
After a Supra-National Federation has substantially abolished many of the currently lingering anachronisms, world productivity should increase. At least a portion of such increased productivity should be allocated to paying for the birthing costs of the Supra-National Federation. All Proposals participating in the Competitive Ratification Contest should provide that whichever Proposal wins, the Supra-National Federation shall have authority to collect financial penalties from persons [including governments] violating the fairness rules, birthing cost rebate rules, etc. during or after the Contest. Such potentiality for ultimate penalties for violations of fairness can be about as effective as threats of immediate coercion. Thus, the Competitive Ratification Contest can be administered with a compliance to rules at least as good as the average compliance with rules in elections involving constituencies of many millions.
The Supra-National Federation should pay rebates to each intra-national Campaign for or against each of not more than 10 Credible Proposals. Such campaigns, or the Supra-National Federation, should pay rebates to persons making financial contributions after 1998 to campaigns expediting the birth of the Supra-National Federation. Corporations should be entitled to deduct as business expense their intra-national contributions to campaigns for or against any Credible Proposal. Today there are millions of conscientious objectors to participation in national partisan politics. However, mass media tends to label such conscientious objectors as apathetic instead of shrewd analysts of reality. If there is inadequate enthusiastic for SCUTTLING THE POLITICIANS, then the Galakzian Proposal may become extinct prior to the Dec. 31, 2007 deadline for its ratification.
Many people are inspired by servant leadership. At the local level, there have been individuals, such as Gordan Fredendall, who have been servant leaders for local government. The corruption inherent in national political parties and national affairs are such that rarely has a servant leader been pushed up the ladder of political success to national political leadership. Among the rare exceptions have been Karan Singh in India and George Price of Belize. The key to achieving global ratification of a Proposal is emphasis upon servant leadership instead of national politicians.
Home Rule Globally seeks to initiate the Competitive Ratification Contest by offering a Galakzian Proposal for ratification while identifying the Global Coordinator Candidate merely by a pseudonym "Mary Smith" with no identification other than being a female citizen of the USA who has had executive experience, who is a servant leader, and who was raised in a family demonstrating servant leadership. Ratification by the USA might be expedited by such USA citizenship of the Candidate. When and if each of three earmarked funds exceeds $1,000,000, "Mary Smith’s" identity can be revealed. Separate funds for security, travel, and salary for several years are essential to induce a qualified person to assume the risks of being a Global Coordinator Candidate. Only persons concerned with the wholeistic happiness of the community of life are likely to contribute to Home Rule Globally, Competitive Ratification Service, Galakzia, and/or related groups, because none of the usual rewards for political contributions are available.
Galakzia seeks to placate a variety of segments needed for global ratification. The example of an American woman successfully administering the Transformational Transition could have a gentle impact decreasing gender oppression around the world over a period of centuries. . Such gentle impact could be more effective than millions of words of coercive criminal laws by a global authority imposing penalties for violating affirmative action laws. Humanity must cherish diversity, including the right of indigenous peoples and established cultures to evolve in their own unique manner. Coercion by Galakzia to avoid ecocide might be necessary, but not to micro-manage local culture.
The Galakzian Proposal provides that Galakzian Ratification Day will come only if the Galakzian Proposal is ratified by 95 miscellaneous nations plus each of the 5P nations.. Moreover, any nation’s ratification expires on Dec. 31, 2007 or seven years from ratification, whichever is earlier. The Galakzian Proposal provides for incentives for both 5P nations and for miscellaneous nations to ratify as promptly as feasible.
Galakzia contends that a constitution shackles the government into the explicitly authorized coercion set forth in the constitution. All aspirational rhetoric should be featured in recommended reading lists rather than being available for expanding the coercive authority of a remote bureaucracy affecting a constituency larger than about 15,000. The history of most governmental constitutions involves unreasonable expansion of the government in a manner contrary to the intent of the founders of the government. Such failure of constitutional law has been the greatest obstacle to attaining a Supra-National Federation for many decades. The Galakzian Proposal aspires to overcome such hurdle by relying upon somewhat unpredictable tribunals, picked at random, for appellate determinations of disputes about constitutional law. The Galakzian Proposal encourages concerned servant leaders to become experts on constitutional law and to enroll for the panel from which appellate tribunals would be randomly picked. Hence, to the extent that any statist judges interpret constitutional law, they would be aware that if they ignored the intent of the writers of the constitution, there would be a possible reversal by a tribunal of concerned citizens.
So long as an individual is permitted to have an opportunity to become a lifetime politician, rising up the political ladder for greater power as a politician, humanity is endangered. Hence, the Galakzian Proposal sets forth a limit of a total of ten years of service as a political decision-maker, The regular Galakzian legislator would have a single 10 year term but would be paid for 12 years, comprising an initial one year internship without voting, and a one year opportunity for learning a vocation disentangled from governmental expertise. The Galakzian Proposal features randomness to abolish national political parties, but stresses meritocracy except when not practical. Galakzia emphasizes fair competition law as the basis for achieving better protection of all kinds of property. Galakzia relies significantly upon fair competition, as distinguished from ruthless competition, for preserving manageable interrelationships among the conflicting persons, whether they be nations, corporations, denominations of religions, or individuals.
In evaluating the Galakzian Proposal or any alternative Proposal, emphasis should be placed upon how manageable the system would be after several decades. Whatever are the available procedures for amending a constitution should be evaluated carefully in endorsing or rejecting it. How power is allocated in the legislature and government is also important. Prohibitions, including appropriate time schedules, and empowerments need to be adequately explicit . If a Proposal appropriately allocates power, has an acceptable package of prohibitions and empowerments, and has appropriate amendatory provisions, there can be a basis for deciding upon its endorsement or rejection. Many of the potentially controversial issues are better left for decision by the legislature after the Supra-National Federation is functioning. Injection of many issues into a Proposal would sufficiently increase controversy as to menace ratifiability.
Military technology is likely to undergo more changes in the next 200 years than in the past 200 years. Inventors are sure to devise more horrendous hardware and strategy than is presently imagined. Militarism cannot be abolished. Individual liberty is endangered by any centralization of militarism, particularly any world army. Fair competition of quasi-privatized armies, combined with servant leadership and adequate education could help humanity to minimize military hostilities for many millennia. The galaxial government would need to maintain the system, which would rely upon individual character, individual commitment to professional responsibilities, and self-screening systems effectively nipping in the bud any attempts at conspiracies for evading the minimization of hostilities.
The system can best be understood as it would function after a few decades. Each soldier would be better educated than the typical college professor, and would stay in school until age 30 and until his/her children were beyond the toddler stage. About one third of the time of each soldier would be devoted to educating neighborhood groups to creatively improve their neighborhoods using gentle procedures. About one third of the time of each soldier would be devoted to studying the confidential global data bank concerning potential rebellions and spying to provide information aimed at deterring rebellion. About one third of the time would be allocated for stand-by preparedness as a soldier. Shifts among the three roles would be randomly shifted, so that no soldier would know the duration of his/her current assignment. Each Rebellion Deterrence Corps would have about 5,000-15,000 soldiers of the 30-60 age range.. Each Rebellion Deterrence Corps would have contracts with hundreds of governments [villages, cities, provinces, nations, etc] on a first alarmer, second alarmer etc. basis. If a governor provided the Global Coordinator with independent evidence that it was endangered by violent rebellion, then one or more Rebellion Deterrence Corps could be called upon to deal with the situation. If not promptly successful, additional Rebellion Deterrence Corps would be activated. Any violent rebellion would be assuredly crushed, with the rebels and their families deported to pauper oceanic areas for 50 years. If rebels ousted the legitimate government, a caretaker government would manage the area for a few years until a government acceptable to the population could be elected.
At the time when the Global Coordinator started reorganizing militarism, such aspirations would be complicated by the necessity of defending all of the Supra-National Federation from military attack by any "hold-out" nation. All soldiers would immediately receive a pay raise of at least 10%, reliably paid by Galakzia instead of a nation, and all would have "underemployment insurance" if they withdrew from the military. Each nation would be paid for the military system thus transferred. Each nation could choose to receive, either the market value of all property, or the gross military disbursements for the 70 years from 1928 through 1998..A few hundred Rebellion Deterrence
Corps would be organized, each having from 5,000 to 15,000 cosmopolitan personnel, and each having military airports on five continents. The military administrative problems would be difficult but not insurmountable. Because government officials would thus be assured of better protection from rebellion than in the 20th century, they would be obligated to comply with the Galakzian requirements for scheduled replacement of administrations. National militarism would be replaced by a durable self-screening privatized tiny competitor system.
Similarly, national monetarism would be replaced by a durable self-screening privatized tiny competitor system. Galakzia would tolerate many kind of money and avoid legal tender laws, but would require that payment to Galakzia be made in bors. The "bor" would be a standard of value isolated from any potential manipulation by bankers or politicians. The bor, named for Ralph Borsodi, would consist of 10 gms of each of the 20 most used [$ value] commodities in each of the ten most recent years, plus a picogram of each of the 5 most [by weight] hoarded heavy metals having a specific gravity greater than 10 during each of said 10 most recent years.
Upon Galakzian Ratification Day, each corporate charter would include a companion corporate charter from Galakzia. Efforts would be made to prolong for many centuries some of the general patterns of distinctions among small, large, and giant organizations, so that each size group could perennially retain approximately its share of the market. The aim would be to permit easy entry into the market by those having the vocational skills and capital needed. For example, if a group of at least five persons, each having at least five years experience in the insurance business, could negotiate with a large insurance company a reinsurance policy protecting customers of the new insurance company during a ten year period, then it could start an insurance company without governmental regulation. Although compulsory insurance, available from an adequate abundance of fair competitors, would be required in many situations, the general pattern would be to rely upon inspections and regulations by competing insurance companies instead of monopolistic governments. Provinces would provide most of the economic regulation needed, with Galakzia providing supplemental regulation of inter-provincial and international commerce. Nations would fulfill a cultural and patriotic role, but be stripped of most economic regulatory authority. Persons previously employed by nations would be granted under-employment insurance so that if they failed to earn as much as their former employment assured, they could collect insurance for the marginal loss. Certain sensitive vocations, such as legislators, diplomats, etc. would have such insurance at 15% more than their earnings would have been if Galakzia had not intervened.
The Galakzian Legislature would have two chambers, one for men and one for women, and each chamber would debate and decide issues separately, each having a veto on the other. There would be 150 legislators in each chamber, most with 10 year staggered terms. Hence, wisdom would be recognized, and the constituency from which a legislator came would have little relevance. The Global Coordinator would have 30 votes in each chamber, thus decreasing the likelihood of no-confidence votes, and justifying the requirement for more votes to pass legislation. During each month, a chamber could consider only an amount of legislation which could be read within 40 hours. Each legislator would have a staff. Such staff would analyze suggested bills, constitutional amendments, etc., and submit to the legislature the matters most meriting their consideration. Members of the public willing to pay the fees could submit proposed laws, etc, and could cast votes during the preliminary stages of evaluation. Publications and the Internet would keep the public informed about suggested legislation and its progress toward passage. No regulation by any Galakzian bureaucracy could take effect until endorsed by staff members of at least three of the legislators, and would expire within 10 years unless similarly endorsed by three legislative staff members.
Each of the legislators would be picked randomly from a list of candidates who did not seek such opportunity, so that each legislator would be catapulted into their responsibilities after choosing voluntarily to accept such responsibility after "winning the lottery". Various denominations of religion would submit the names of all employees of more than one year who were under age 30. Thus 5 denominations would be represented in each chamber. Similarly vocations such as factory workers, teachers, nurses, surgeons, would be represented in each chamber, and would constitute about 90 of the 150 legislators. Individuals having a net worth of more than $10,000,000 would have 5 legislators in each chamber. Those having a net worth of more than $1,000,000 but less than $10,000,000 would have 10 legislators in each chamber. Each of the 5 P nations would have 5 legislators, under age 30 when catapulted, and having the standard 10 year term. Other nations would have for one year terms, a legislator chosen in the manner chosen by the nation, but only about every 10 to 15 years, depending upon the total number of nations, there being only 30 such national legislators.
Any person seeking to empower neighborhoods and promote constitutional subsidiarity can designate themselves as a Galakzian even if displeased with some features of the Galakzian Proposal. Because Galakzia seeks to minimize controversy involving established authority, local groups of Galakzians should divide into a plurality of groups to avoid growing larger than 49 individuals. Within such group, the democracy of one person one vote should be accepted. Adequate discussion within such a small group in any neighborhood can usually lead to discovery of a project which they can do together for improving the neighborhood. What progress humanity makes will ultimately be significantly dependent upon such locally recognized projects. National leaders have gained their power by diverting individuals from their responsibilities to their neighborhood. Although Galakzia can educate for "top-down" decentralization, humanity’s progress will eventually be significantly dependent upon the creativity, altruism, and meritocracy of local groups able to invent projects which can improve the neighborhood notwithstanding all of the obstacles imposed by remote bureaucracies.
Galakzia seeks both to stimulate local discussion groups, and to increase its credibility as a potential winner of the Competitive Ratification Contest. Any person voluntarily submitting taxes to Galakzia thereby increases its credibility. Prior to Dec. 31, taxes based upon the income and net worth of the previous year should be paid. Galakzia is not presently seeking to organize reliable statistics, the primary justification for taxes. A payment to Galakzia is presumed to be about 95% contribution and about 2.5% for each of income and net worth taxes. Taxpayers can voluntarily reveal their tax payments, but Galakzia respects privacy of financial information. Each government should have sufficient endowment that each year it can rebate the taxes of the previous year. Taking property by coercion is theft. Increasing the number of thugs exerting the coercion does not alleviate the problem that taxation is theft. Galixial Democracy is attainable because the politicians have so abused their taxation patterns that the establishments could benefit from a drastic transformation empowering neighborhoods and promoting reasonable taxation by remote bureaucracies. Because Galakzia stresses local autonomy, any municipality having a population of less than 15,000 could have whatever wealth redistribution, socialism, etc. it desired, the minimized government effort being concerned only with remote bureaucracies having gigantic constituencies. Galakzia would assess a variety of taxes which would be collected by the municipality, and then distributed to counties, provinces, nations, and Galakzia.
The Galakzian Proposal sets the rates for corporate taxation, based upon Rate of Return on investment. Such tax rate would be 25% for a RoR of 50% or more, half the RoR for the range from 10% to 49.9%, and 1% for RoRs less than 10%. In order to educate about the potentiality of having less total government and less total taxes through federalization, Galakzia’s current tax rates are based on 0.00l% [that is, $1 for each $100,000] of net worth up to $10,000,000, plus 0.0011% for marginal amounts above $10,000,000 of net worth. Income taxes would be at 0.01% [that is $1 for each $10,000] plus 0.011% on marginal amounts above $1,000,000. If every church, business, individuals and other entities paid taxes at such rates, the annual amount would be nearly equivalent to the UN budget, but would by-pass the hellishness of coercing nations into paying dues.
It is not easy to educate people to recognize that over-glorification of bigness has been a significant cause of their difficulties. Only by adequate discussion of the benefits of durable small groups in which individuals are adequately acquainted with each other can the wisdom of decentralism be fully recognized. Such decentralists can campaign for Galakzia, Competitive Ratification Service, and Home Rule Globally. |
