Home Rule Globally is a nonprofit corporation which sponsors and coordinates a constellation of projects. HRG emphasizes both voluntarism and the desirability of adequate; but constitutionally restricted, governmental authority over individuals and corporate entities when government is appropriate. HRG's decentralism stresses local, regional, and provincial government with minimal government at national, continental, and global levels. For about 500 years, over-centralization at the national level has endangered humanity. A constitution for a world government should "de-fang" nations by abolishing all national monetarism and all national militarism. Provinces and towns should handle whatever can plausibly be locally managed in a predominantly demilitarized world. HRG is a think-tank promoting research projects. Debates about alternative Proposals for a Constitution for a Supra-National Federation should be predominantly in provincial legislatures because such debates are irrelevant to coping with traditional treaty law.

The Contest Appraising Democratic World Government (CADWEWG) makes such shift of where the future should be debated. CADEWG requires 67% of world support, as measured by each of population, wealth, and military power before a Supra-National Federation would be launched. CADWEWG preserves the UN during a Dual Systems Era until each nation voluntarily joins such federation.
