Clout

Clout is a vague term connoting reasonable effectiveness in obtaining appropriate submissiveness to asserted authority. Most parents have appropriate clout concerning toddlers. Some clergymen have only trivial clout over many of their purported parishioners. Some toddlers are submissive because they have experienced the love between their parents, and respond voluntarily to the flow of love. Some parishioners lack fear of threats of punishment, thus reducing the clout of authority directed downwardly from a remote bureaucracy. Any global government faces the remote bureaucracy problems analogous to those faced in recent centuries by the hierarchies of several religious denominations. Too many world federalists have ignored the democracy problem of stimulating submissiveness attributable to the upward direction of the constitutionally restricted authority from the sovereign individual. 
 
Submissiveness is often a pragmatic blending of: [a] voluntary acknowledgement of the appropriateness of the domination; and [b] fear of the punishments that might be threatened for failure to be submissive. For scores of millennia, humanity has advanced because of the voluntary collaboration, notwithstanding the arrogance of various “politicians” glorifying “criminal justice systems” involving threats of punishment. All of the problems and difficulties of the past can be expected to re-occur [with updating modifications] in the future.
 
Theoretically, two extremely different genetic strains might prolong the clout of a ruling class over a plebian class. Because of the 50,000 generations of intermarriage among classes, prolongation of “caste systems” is appropriate only in local areas, not globally. Home Rule Globally focuses much attention upon the voluntariness of submissiveness and the civilized propensity toward the allocation of authority upwardly from the sovereign mature adult toward a constitutionally restricted remote bureaucracy.
 
The term “democracy” embraces such upward allocation of authority. The term “tyranny” embraces such downward allocation of authority from some remote bureaucracy. In recent centuries, there have been modifications of the pragmatic blending of upward and downward allocations in various areas. If civilization is to be prolonged for a few centuries, then it is critical that modification of such pragmatic blenching of upward and downward authority be transformed by the launching of a supra-national federation, Such global government is likely to feature a multi-chambered world parliament. Many experiments can explore the potentialities for certain chambers of the world parliament. Whoever can appropriately “weight” the voting within and among the chambers of the world parliament can thereby conquer the world nonviolently more effectively than any of the many attempts at quasi-violent conquest of the world.
 
Two “awesome” responsibilities must eventually be assumed to [a] formulate a Proposal that plausibly might win the voluntary ratification by nations aggregating the overwhelming clout of the world; and [b] a cabinet of trustworthy executives  for the Initial Administration of a Surpa-National Federation.   As soon as the external clout of nations has been appropriately curtailed [while desirably enhancing the internal autonomy of most nations] then there might be hope for a Supra National Federation to coordinate global affairs on a budget restricted to an appropriate fraction of what was spent ten years earlier by the treaty system for supra-national governance. Such a restriction might increase hope for voluntary ratification of a Proposal. Home Rule Globally promotes open-mindedness about what might overcome the difficult hurdle of voluntary ratifiability by nations aggregating the overwhelming clout of the world. Home Rule Globally [HRG] treats all explicit proposals, even its own, as merely “illustrative examples” that hopefully might be useful to those eventually burdened with awesome responsibilities.
 
A phrase such as “overwhelming clout of the world” refers to a sufficient degree of widespread submissiveness to make reasonably certain that dissidents do not significantly jeopardize relatively long term durability [sometimes called viability] of power asserted on an essentially global basis. 

Those aspiring for a world parliament since the 18th century have generally failed to stress the importance of coping with the ongoing dissidence and the criticality of adequacy of the overwhelming clout of the  world. Home Rule Globally is a tiny think tank advocating that there is realistic hope of launching a global Supra-National Federation at some unpredictable time prior to the 22nd century. Home Rule Globally focuses upon the steps desirably taken now to enhance hopes that such launching will feature the voluntary choice of nations aggregating the overwhelming clout of the world. The great diversities among nations, plus the diversities within many nations, create difficult hurdles for achieving such truly voluntary transformation. Some political reforms might work notwithstanding the existence of an apathetic majority of dissidents. Those opposing world federalism might conceivably have greater clout a few years after launching a federation than a few years before.  Few world federalists heretofore have coped with this potentiality. HRG alerts all to such potential hazard.
 
Wise discernment is needed now in adequately preparing for the unpredictable time when the voluntary launching of a Supra National Federation might be feasible. Hence, Home Rule Globally treats all explicit proposals, even its own, as merely illustrative examples. HRG does not seek to shackle those having either of two awesome responsibilities: [a] formulating a Proposal; and [b] initial administration by the cabinet of the infant world government.
