Although the dismal trends toward a collapse of civilizations within less than millennia are acknowledged, thousands have realistic hope that a world government will erupt for stimulating enhanced sustainability. Certain chambers of a multi-chambered World Parliament can be simulated now. Ambitious politicians promote simulations aspiring to be included when a Supra-National Federation is launched. Altruistic servant leaders supervise educational simulations that are offered merely as “illustrative examples” of how a chamber of a world parliament might function. Home Rule Globally is a tiny under-endowed think tank in the Delaware Valley aspiring to arouse interest in two simulations purely as “illustrative examples” having educational potentialities. Additional funding would be needed prior to any attempt by HRG to organize either project. In the 21st century, a large portion of those in their 20s know far more about the complexities of the universe than did many of the expert scholars as recently as a millennium ago. A larger portion of humanity can participate in legislative deliberations than was plausible even a millennium ago. One simulation project requires individuals committed to devoting at least 40 hours per year to efforts to assist participants to clarify their perspectives on explicit issues. Fellowship groups of from 5 to 50 would require temporary suspension of external clout so that egalitarianism could be adequately experienced within talking circles. Only those who had been educated by fair debates about an issue could participate. The wisdom at the grass roots can recognize phoniness that might be ignored by editors of fair debates. The function of a talking circle would be to help an individual to clarify his/her perspective on an issue, without seeking to influence others. Such talking circles could thrive only in scattered oases of meritocracy. However, the preference data among those who had had the privilege of clarifying their perspectives would merit significant weight after being reported through a shielded Internet service. HRG notes that another illustrative example of a simulated chamber could embrace a far larger portion of the population, but only as individuals voluntarily collaborated. This very costly but useful simulation of a chamber of a world parliament would rely significantly upon restitution, tattling, and rewards for tattlers for minimizing propensities toward corruption. Criminal law, and threats of punishment have generally been relied upon by governments for enforcing rules. Any simulated chamber of a world parliament lacks such governmental authority over criminals, but can impose contractual obligations, restitution obligations, etc. that hopefully might expedite truly honest governance entities. Such a simulated chamber would be costly to maintain, thus justifying appropriate fees for each of many steps. Average citizens should be empowered to write proposed laws, regulations, proposals for constitutions, plausible amendments to constitutions, etc. and should be entitled to express their preferences concerning what develop as important issues. Eventually a world parliament might or might not embrace two chambers resembling these two illustrative examples, plus several other chambers. Appropriate simulation is not restricting what kind of world federation is eventually launched but merely guiding wider understanding about the complexities of federalization. Disentangling such a simulation from mass media and the conventional domination by politicians might be difficult. A few software designers have skills for such aspirations. More importantly, the widespread skepticism among some users of computers can detect some attempts to “cover-up” the domination by one or more segments of mss media. Home Rule Globally aspires to maintain many Confidential Rosters, each of which would be preserved for use only by the tiny staff of HRG. If a Rosteree [that is, an individual on a Roster] demonstrated bona fide efforts to organize a project needing the help of other Rosterees, then HRG could be an intermediary for communications. Maintaining Rosters is costly, thus requiring both donations and fees for services. Hopefully, a form can be devised so that an individual could join various Rosters and/or Simulated Parliamentary Chambers, etc. Certain philosophies essentially deny the existence of the altruism needed for participation in projects sponsored by HRG. What progress humanity has made both during the last decade and the last millennium have been attributable, not to the selfish benefits derived from selected activities, but to the intuitive desire to improve the world through social responsibility. Federalist factions promoting explicit planks or blueprints can capture those ambitious for political power and/or wealth. Home Rule Globally recruits those aware of their desire for individual integrity, sense of fairness, and the need for action now to prepare humanity for greater justice in the future. Whatever wealth or power happens to be his/her luck is appreciated while recognizing that any addiction to wealth and/or power is essentially insatiable. A passion for individual integrity, a sense of fairness, a desire for social responsibility, and a desire to do something now to make the world better in the future provide incentives for the supporters for HRG. No amount of mass media advertising could generate such traits of a personality. Those having such traits should not be arrogantly exclusive, but accept such aspirations as casually as accepting their eye color or height. Any person who has read this is likely to be one deeming prolongation of HRG to be worthwhile, and hence an appropriate candidate for a Roster maintained by HRG.
