Privacy in th 21st Century

For me, the important distinction has been between voluntary and coercive influence upon entities. Pragmatic blends of violence and nonviolence are matters of strategy. Some grandparents effectively use threats of disownment to manipulate descendants more effectively that others might by threats of violence. Labor unions, Church denominations, manufacturers, political parties, families, governments, and other governance entities have patterns of modifying the pragmatic blending of voluntarism and coercion in stimulating compliance with both rules and guidelines. Within each governance entity, some “reforms” seem reasonably attainable, but other changes require “transformation” far more drastic than through “reform”.

In the Declaration of Independence, there is a concept that an oppressed people are entitled to creation of a new nation using violent rebellion for ousting the offensive oppressor. The local “repeal” of such concept of “rebellion” and the provision of legislative and judicial chambers for terminating disputes about the prolongation of the status quo or the experimental creation of new governance entities is among the basic problems deal with by world federalists. The prevailing system of sovereign nations respecting traditional international law is among the “tools” that might help to launch a global government.

Such global government should desirably acknowledge the maximum of property rights and personal rights concerning every entity. Planned chaos includes efforts to preserve information that desirably should be readily available to those establishing a plausible need to know. Insurance fraud, criminal investigations, financial investigations, etc. might provide what tribunals might establish as an adequate basis for a need to know. Experts are sure to disagree. Costly litigation concerning disputes about need to know. Hence very arbitrary rules that can be understood by substantially all mature adults should desirably be formulated.

Such rules need to be conspicuously unfair in many instances, and to be readily understood “rules” eliminating the potentiality for disputes about reasonableness. For instance, data about an individual might be publicly available during a three calendar year period corresponding to calendar years 150-153 after birth. Similarly much other data might be publicly accessible during years 10-12 after generation. Some data, such as a mailing address, electronic address available for up to 1000 identified communicants, might be a part of the global government regulation of every type of electronic communication.
 
Complex taxation exemplifies a problem extremely resistant to “reform” but possibly influenceable by a sufficiently drastic transformation. My interest in world federalism arose, not from the war problem, but because of the potentiality of a route toward an attainable transformation. If the global government established all of the rules concerning substantially all of the “conventional” types of taxation, but permitted local and provincial governments to assess “license” fees that were supplemental coercive payments, then taxation might be sufficiently simplified that individuals could make decisions based entirely upon their own familiarity with what the tax consequences would be. Until decision making can be made without consultation with tax experts, the world will be “tyrannized” by the bureaucrats creating and prolonging the excessively complex tax system. One common aspiration for substantially every type of “large constituency” entity might be the payment, from endowment, of “annuities” to each individual, based purely upon their age, so that each remote bureaucracy might be interpreted as a financial benefactor” instead of an “invasive tyrant”. Ultimately the submissiveness to remoter bureaucracies, whether labor union, churches, families, lodges, etc. could be greater because of the “sustenance” payments.

Such a concept of taxation breeding endowment is just the reverse of what has been the pattern in the past, in which government debt based upon future taxation capacity was a significant feature of the traditions of international law.  Substantially all government debt heretofore has been essentially “repudiated” as a national government’s credit worthiness declined to a collapse of a national currency. Based upon what has been the story of mankind, the collapse of the US dollar is among the catastrophes for which humanity should have been seeking to prepare. About a century ago,, efforts were made to persuade Congress to abandon the gold standard and adopt a dynamic basket of commodities as the “standard of value”. Congress chose to initiate a series of subsidies for farm commodities, thus creating a chain reaction of hellishness that is now globalized.

Possibly a world federation should assume all national indebtedness, and ban any future indebtedness based upon potentialities for repaying indebtedness from taxation. However, authorities repaying indebtedness from bridge tolls, etc., could continue. Whether humanity could ever repay the accumulated governmental indebtedness is uncertain, but could be based upon allocating 5% of the receipts to amortization of governmental debt. Similarly 4% of the tax receipts might be allocated to repaying the “start-up" costs for the federation, including purchase of military systems from nations, etc. Possibly the most local government, having a population within a range from 15 to 14,999, would get the major portion, initially, e.g. 55%, but scheduled to increase to 65% as the federalization costs were amortized,  would also impose upon local governments. Each individual connected with taxation enforcement would be also an employee of the world government, and quite isolated from whatever corruption occurred concerning local government. With enough emphasis upon honesty, openness, intuitive justice, social responsibility, the fair taxation of the world federation could eventually develop enthusiasm for submissiveness to whatever other matters might be administered by the global federation. Consistent emphasis upon stimulating enthusiastic voluntary support, and minimizing the fear of punishment would be the essence of the global federal effort.

An important role of the world federation would be preservation of “individual freedom of choice” about everything by acknowledging that each individuals has a true “property right” to all data about the individual other than the “publicly available data such as name, birth year, net worth,, number of residences used during lifetime, square area of each residence, quintile of general market value of each residence, marriages, ancestors, truly psychotic incidents, hallucinations, neurological problems, medical problems, height, weight, eye color, facial measurements of type used in face recognition, heinous criminal record, embezzlement record, significant certifications concerning skills, weapons skills, athletic prowess, eminence awards, service on boards administering various entities or all sorts, restitution litigation, records relating to accusations of crimes and the status of the proceedings going back as far as 10 years, with “need to know” restraining upon, more than 10 years ago.

If all of that data were available to any person prepared to mine the “publicly available” data, then there would be less “mining of data” concerning [concerning what?]. In making all data available to the responsible “data coordinator” at the local level, there could be regulations concerning what could be published concerning local groups. Some minimum number of individuals, such as 60, or possibly as low as 20, would be a restraint upon what could be “released” for publication about the village. Similarly, the “data coordinators” at the provincial level responsible for aggregating the statistics published by a province, would be protecting the individual, while organizing an abundance of data concerning the province. Provinces and other governments would be expected to obtain a significant portion of their total receipts by appropriate marketing of statistics. A global government could globally impose a basic concept that “nothing is common property except outer space beyond the significant impact of the earth’s gravitational field. All data are inherently property rights meriting royalties for their use. Philanthropic entities such as Wikipedia could own patents, copyrights, trademarks, etc. that were clearly in the “public domain” but would be encouraged to publish annual reports connoting the value to the world of the thus “gratuitous royalty” phenomena contributed to global productivity. All privacy rights would thus be protected by recognition of the property rights to selected types of data, while expediting the payment of royalties for the use of data for which there was an adequately established need to know. Those discovering archeological data could thus have perennial property rights analogous to the rights of miners. Adequate respect for property rights could thus eventually enhance the feelings the individuals have concerning privacy of personal rights.  What types of birthmarks and aberrations an individual has is an examples of a personal property right about which some individuals have had an extremely passionate desire for privacy that might or might not be respected in various areas.  World federalization is much needed to cope with the many abuses that have evolved concerning inadequate respect for private information.
 
The political philosophy of the “authoritarians” is that each human is essentially a slave of the State, and obligated to be subservient to the central authority. Al Capone developed some powerful criminal systems demanding such submissiveness. Such phenomena have prevailed for many centuries. My interpretation is that our remote ancestors “imitated” the pecking order” observed in nature. Each human  undergoes an evolution somewhat analogous to the story of mankind. As infants we are significantly submissive to our caretakers such as parents. As toddlers, our perspectives are such that the world is flat because the concept of a global earth is essentially beyond comprehension. As children we learn both the desirability of minimizing violence in human relations, but also the inevitability of experiencing anger. Concepts such as a desire to avoid “being invaded” retaining individual freedom of choice became features of societies having true fellowship among mature adults. Being a part of one’s tribe is such a strong spontaneous desire that “outlawing” was a threat of punishment so extreme as to stimulate widespread submissiveness to local rules.  Tribal consensus about the “immigration” of a stranger-invader” became appropriate in coping with the spouse preferences that occurred. When agriculture developed, some farmers became far wealthier than others, leading to class stratification. Once there was a stratified society, wealthy landowners could welcome “outlaws” as “laborers” for the wealthy.
