		OCEAN BIOMASS INSTITUTE STESSES GLOBAL SOLITARITY OF HUMANITY The thousands of subscribers to the National Geographic Magazine know that a portion of the subscription price partakes of the nature of a charitable contribution for geographical exploration. The recent investigation of the deep ocean through remotely controlled cameras clarifies the human capacity of business enterprise, nonprofits, governments and scholars to better interpret the complexities of this amazing universe. Thousands need to focus more attention upon the solidarity experience of such projects. That feature of the unwritten constitution of the treaty system [sometimes called traditional international law] stimulating ”exclusiveness” and “ruthless competition” and “external clout responsive to perceptions of national interest” can be replaced by constitutional clarifications of the appropriate authority for various levels of governance.
