Many could benefit from evaluating a plurality of “Illustrative Examples” of proposals for a global constitution

Somehow a constitution for a global government must clarify some “doctrines” in such a manner as not excessively to offend the hierarchy of some of the denominations lacking faith in such doctrines. Only individuals who have adequately evaluated a plurality of “illustrative examples” are well qualified to make choices among them. Civilization might collapse during the lifetime of some of those who have already been born. If civilization is to be prolonged for at least a few decades by the launching of a Supra-National Federation, it will quite probably be because some “yet to be-invented” proposal more effectively deals with the adequate separation of church and state than any of the many “illustrative examples” that have been published within recent centuries.

Realistic hope exists that eventually a “yet to be invented” proposal will be voluntarily ratified by nations aggregating the overwhelming clout of the world. Home Rule Globally acknowledges the “vagueness” of the goal of mere “ratifiability” but emphasizes that such “vagueness” is a worthwhile message in the early portion of the 21st century.
Future millennia can evolve with less turbulence if there is greater acceptance of the concept that what is imposed as global law is essentially a temporary expedient intended to “liberate each century”. It is plausible that during the last decade of each century, a new set of constitutions might be formulated and adopted for the temporary period of the next calendar century. Such a plank is merely an “illustrative example” that might well be ignored in achieving the desired launching of an effective world parliament. At the beginning of the 21st century, the great need is for spreading the message that world federal government is a realistic goal meriting the support of those wisely discerning various alternatives.

What kind of management is appropriate depends significantly upon the total constituency. Segments of the mafia can function well because of the widespread faith in the usefulness of dominating management. Some Mennonite communities can achieve miracles because of the widespread faith in individual integrity. Any society needs to adapt to the relative proportions of various attitudes, thus justifying great emphasis upon local autonomy and voluntarism when dealing with large constituencies. A constitution for a global government must cope not merely with the disparities of culture prevailing at the time when launched but cope adequately with the many unforeseen transformations in different areas during future decades.

Possibly humanity will utilize the slogan about “liberating each century” by scheduling new sets of constitutions during the last decade of each century but designed to impose uniformity only for the immensely near calendar century. Home Rule Globally does not want to “shackle” those having the awesome task of launching a federation, and hence offers such “century liberation slogan” merely as another of the many “illustrative examples” that might be ignored when formulating the “yet to be invented” proposal that can overcome the significantly troublesome hurdle of “ratifiability”.
