Contemplate negotiated royalties based upon $1/million word copies and seeking stipulated damages from infringers at $1,000,000 per million word-copies. The world is a mess. It is futile to deny that there are significant hazards that civilization will not survive unless there is some drastic transformation. Possibly the reorganization pattern that has sometimes been used when coping with a deplorably mismanaged entity might be useful. That involves letting the group of replacement executives “write their own ticket” about what authority is needed. Possibly several “stages” of such clarification of empowerment might be appropriate. Such strategy is based upon a doctrine that the “trustworthiness” [as evaluated from the performance record of individuals] will be more important than the details of the complexities of a proposed Constitution for a Supra-National Federation [SNF].
Possibly a plurality of stages of “impaneling a trustworthy group of proficient executives and granting them the empowerment they deem necessary” might help to reorganize the world. Home Rule Globally is a tiny think-tank in Bucks County, PA which has treated all proposals [even those invented by HRG] as merely “illustrative examples” that help to expedite the launching of a Supra-National Federation [SNF] in the imminent future. Unpredictable events seem far more likely to accelerate such launching through “spontaneous order” than advertising explicit plans in newspapers. One of the first steps of the partial Board would be to organize a series of intensities participating in the multi-million dollar cost of launching an SNF. Such world government should fully pay for all of its birthing costs, including reimbursements to donors to groups locally opposing local ratification of any explicit proposal. Only by being adequately fair to anti-federalists, and granting them effective equality with advocates for world federalism can the anti-federalists be adequately persuaded that each ratification had adequate public support. Anti-federalists might have more clout during the first decade of operation of an SNF than during the ratification campaigns. The world has survived the collapse of the League of Nations but not survive any collapse of an infant world government. Clear-cut commitment that the SNF will pay for all of its birthing costs by making refunds with simple interest to all relevant donors to groups significantly pertinent to the launching of an SNF. Appropriate limits might be imposed of not more than $10,000,000 for a family, or $1,000,000 of refunds on Bonus Day. Possibly separate Chambers in the World Parliament should be planned so that the two categories of wealthy donors would have lifetime status as Delegates, and empowered to exercise special veto powers concerning amendments to the constitution. More donations might be developed if no amendment could be adopted without the 2/3 support of each of the two chambers for wealthy donors. Such special clout, with trivial normal responsibilities, might help to stimulate the critically needed large donations. Mass media seems likely to gain far more funds from the political campaigns concerning ratification than any prior event. Hence, the contemporary disdain for world federalists by mass media is not a significantly troublesome obstacle. Inadequate funding for an effective GRP is the serious contemporary hurdle. Donors are likely to insist upon plausible arrangements if there is a” statute of limitations” so that donations more than 16 calendar years remote could be repaid only as to principal and not the 0.5% per month simple interest that would make the donations relatively attractive. Hence, this GRP is scheduled to expire on Dec. 31, 2024.
